Delegated Committees at The City of Port Phillip
Council has the following Special Committees established under Section 86 of the Local Government Act 2020.
Council may by Instrument of Delegation, delegate any of its functions, duties or powers under the Local Government Act 2020 or any other Act.
Planning Committee
Formal decision making body on all matters related to city planning.
Advisory Committees at The City of Port Phillip
As part of its commitment to good governance, quality decision-making and community participation, the City of Port Phillip has a range of committees with community and external representation.
Each advisory committee has terms of reference which are provided below as downloadable documents.
The purpose of the Audit and Risk Committee is to provide oversight to Council on the effectiveness of the organisation's systems, processes and culture for managing risk (the things that might go wrong) and complying with its legal and financial obligations.

The purpose of the CEO Employment Matters Committee is to advise and assist Council in fulfilling its responsibilities concerning CEO employment matters including recruitment and appointment, performance and any other matters that may arise from time to time.

The purpose of the Art Acquisition Reference Committee is to assist Council by providing advice and expertise in relation to Council’s visual art acquisition program.

Councillor Committee Representative: Cr Serge Thomann
The Business Advisory Group aims to define a future vision for the City's economy. This will increase economic activity and help to create jobs.
The group was established in September 2020.

The Cultural Heritage Reference Committee (CHRC) assists Council by providing advice and feedback in relation to cultural heritage and local history. View the:

To provide advice on the strategic direction of the Esplanade Market including the:
- Esplanade Market Strategic Plan
- implementation of the Strategic Plan directions
- development of marketing and advertising strategy
- communication mechanisms with stallholders, community and other stakeholders
- business and operational planning.

The Friends of Suai Community Reference Committee promotes the Friends of Suai Covalima (East Timor) program across the Port Phillip community, and promotes and assists with ongoing relationships between the Port Phillip and Suai communities.
The Committee comprises local community members with a variety of backgrounds and interests, a Council representative and key City of Port Phillip staff.

The purpose of the LGBTIQA+ Advisory Committee is to provide advice and feedback to Council on matters that affect LGBTIQA+ residents, businesses, and community members who live, work and visit the City.

The purpose of the Multicultural Advisory Committee (MAC) is to assist Council by providing advice and feedback on all issues and opportunities that affect all multicultural communities in the City of Port Phillip.

Councillor Committee Representative: Cr Libby Buckingham
The Older Persons Advisory Committee (OPAC) advises on issues affecting the health and wellbeing of older residents in Port Phillip.
It is a representative group of Port Phillip residents aged 55 and over, some with a disability, who are passionate about the role of older people in the community, and keen to share skills and experience for the common good of older people.

Councillor Committee Representative: Mayor Louise Crawford, Cr Libby Buckingham (shared appointment)
The South Melbourne Market (SMM) Committee has the responsibility of overseeing the Market on behalf of Council.
The SMM Committee provides advice to management team on strategy, licensing, operations and marketing.

The Youth Advisory Committee (YAC) acts as an advisory committee to Council on issues that are important to young people in the City of Port Phillip community. The YAC play an important role in advising Council on what matters to young people.

Councillor Committee Representative: Cr Rod Hardy
The Community Grant Assessment Panel is convened annually by the Grants Program and Community Projects Officer to assess applications for community grants of up to $10,000.
The Panel makes recommendations for grants funding to Council through Council Officers.

To assist Council by providing advice and recommendations in relation to applications to the Cultural Development Fund according to the published guidelines.
The Cultural Development Fund aims to assist and encourage artists and organisations to develop and realise creative projects.

The Quick Response Grant Program are small grants available at short notice to eligible organisations and individuals throughout the year. The grants support the establishment and delivery of valuable services, programs, activities, and events to the City of Port Phillip community.

The Rupert Bunny Foundation Visual Arts Fellowship Reference Committee provides strategic advice and expertise to Council, and recommendations to the Rupert Bunny Foundation Committee, on the dispersal of Rupert Bunny Funds according to the VCF-RBF Deed of Trust.
