Preparing your supporting documents
When applying for a parking permit you will need to provide supporting documentation specific to the permit type that best applies to your circumstances.
You will need to upload this document to your online application from login to your MyPortPhillip account; or in person by bringing your supporting documents to one of our customer service counters
If the documentation you provide does not meet policy requirements, you will be asked to provide additional information, this will delay the processing of your parking permit.
The section on this page ‘What is an accepted document’ provides examples of the documents required to ensure your parking permit is processed as soon as possible.
You may also be asked to provide further information or re-verify documents and information you have submitted or previously provided us; we will contact you when processing your permit if this is also required.
Required documents
What is an accepted document
You will be asked to provide additional information if the documents you provide do not meet policy requirements.

Accepted documents need to show:
The permit applicant’s name and residential address.
The mailing address and the property address and this must match the eligible property address for the permit.
If your residential identification has an alternative address or a PO Box listed as the mailing address (even if the service address is the property address), we may request additional documentation to support the application.
Documents submitted must be current and dated within three months of receipt.
Examples of accepted documents
VicRoads Registration Certificate
Your certificate of registration is part of your registration renewal notice. You’ll find it in the green box on the second page of your notice, by logging into your myVicRoads account under the ‘Notification History’ or you can also request a copy of this from VicRoads for a small fee.
Your vehicle certificate of registration document needs to show:
- Name of vehicle owner (same as permit applicant)
- Residential Address (same as eligible property for the permit)
- Garaging address (same as eligible property for the permit)
- Vehicle registration number (same as permit application vehicle)
To download this certificate from your MyVicRoads online account:
- Login to your myVicRoads online portal
- Go to Notification History
- Locate certificate and download by clicking the down arrow next to the most recent renewal notice within your timeline filter
- Attached / upload this certificate with your parking permit application
Please note: We DO NOT accept VicRoads Registration Extracts or screenshots
You are the primary driver however the vehicle is not registered in your name
- Issuing date (current)
- Vehicle registration number (same as permit application vehicle)
- The Insured: (person insured for this vehicle is the same person on permit application)
- Garaging address (same as eligible property for the permit)
For company owned vehicles
You will need to provide a letter from your employer on company letterhead, indicating you are a current employee and the vehicle is for your exclusive use. The letter needs to include the following information:

You will also need to include one of these: registration certificate, contract of sale, or VicRoads vehicle transfer or insurance documents to demonstrate the vehicle is owned by the company and to confirm the links to the company, the applicant and property address.

Utility service bill
Visitor Parking Permit Applications need to provide evidence you reside at this address as your primary home.
For this you need to provide your most recent Gas, Water or Electricity bill which needs to show:
- Biller Name and postal address (same as permit applicant name and address)
- Service Address (must be the eligible property of permit application)
- Date issued (current within the last 3 months)
Falsification of documents
Documentation found to be falsified will be reported to police under the Crimes Act 1958
S. 83A(1) amended by Nos 49/1991 s. 119(1) (Sch. 2 item 44), 48/1997 s. 60(1)(Sch. 1 item 61).
- A person must not make a false document with the intention that he or she, or another person, shall use it to induce another person to accept it as genuine, and by reason of so accepting it to do or not to do some act to that other person's, or to another person's prejudice.
Penalty: Level 5 imprisonment (10 years maximum).
