Disabled Parking Permits
Individuals or Community Organisations may apply
1. Organisation Disabled Permits (Code C):
For non for profit organisations visiting residences inside council boundaries.
Application process is to send an email: helpparkpermitadm@portphillip.vic.gov.au
or fax to 9536 2788
New Applications or reissues of existing permits may write and must include:
- Be on an organisation letterhead
- Signed by a manager, CEO or equivalent.
- Outlining why a disabled permit is required.
- Describing the permit's weekly frequency of use.
- Vehicle registration detail (permit will be registration based)
- Change of vehicle for existing permits: provide to council the old and new registration detail, the permit number, treat as a new application. If possible return to council the permit which is being replaced.
Note: Organisational disabled permits are usually issued to a bus or a mini bus transporting large numbers of disabled clients within council boundaries.
2. Application process for residents (Code A, B or D)
Application's must be completed and signed by:
- the applicant -page one only
- a medical proffesional should complete and stamp the medical report
- attach a recent copy (less than 8 weeks) of residential identification (examples are listed on the application form).
Eligibility criteria for obtaining a disabled permit:
- You have significant mobility problems or a severe disability (supported by your doctor),
- You have an intellectual disabilty and require the assistance of a carer at all times when out in the public
- You use a complex walking aid (one that has more than one point touching the ground) e.g. wheelchair, four wheel frame
- Require extra space for your walking aide
- Your health is endangered by minimal walking e.g. risk of falls, short of breath
- Your ability to walk long distances is affected or requires you to take rest breaks while walking
Note holding a permit will not guarantee a parking space.
A person may only hold one disabled persons' parking permit. Multiple copies of permits are not available.
Disabled Parking Permit Categories
Category 1 - Disabled Parking Permit (Blue) - enables parking in a disabled parking zone
Determined by a medical practitioner, where a person
- Uses a complex walking aid
- Intellectual disabilty
- Significant mobility problems or a severe disability (supported by your doctor)
- Your health is endangered by minimal walking
Category 2 - Disabled Parking Permit (Green) - enables double time parking in normal parking zones only
Determined by a medical practitioner, where a person has significant ambulatory disability, or severe illness which does not affect their ability to walk distances but requires rest breaks when continuous walking is undertaken.
For each of the above disabled parking permit categories different codes apply:
- Code A - disabled driver/passenger
- Code B - disabled passenger only
- Code C - organisation providing a transport service for large groups of people with disabilities (e.g. a Bus)
- Code D - temporary permit
Applying for a Disabled Person's Parking Permit

Fees and Permit Duration
- No fees apply for paid parking zones within City of Port Phillip boundaries for any disabled permit.
- Disabled persons' parking permits are valid for 6 Months (recovering from operations or rehabilitation) or 3 years from the date of issue for people with permanent disabilities
- Disabled persons' parking permits for organisations providing transport to large groups of disabled people are valid for 12 months from the date of issue
